Are there any scholarships for studying abroad that don’t have a specific GPA requirement?
Most do, better to check with the colleges you are applying to! I think most of the colleges look at a more holistic approach especially in USA. You should also consider applying to need blind colleges.

there are scholarships that don’t have a specific GPA requirement, a few scholarships are need-based, and then there are a few scholarships based on diversity, etc.
You can check directly with the colleges’ faculties too, the college that you are targeting. And we get a diversity focused scholaship too as Ankit mentioned above. There are lots of options to get these scholarships without the GPA
