how is the University of Illinois-Chicago for mechanical engineering? please provide your honest opinion.

The college has a decent engineering school. It is rigorous and rewarding in its own but when compared to other schools, it is at best average. It is more regionally recognized college. If you are going to stay in Chicago, you can go for better universities like Northwestern. You can also try for UIUC. It is not a bad choice, just there are several other good options.

Can you tell me what is the cost of masters of both the universities? Any scholarships for international students?
