How to shortlist the colleges and education loans?

Hello Sir/ Madam

I have a GRE score of 326 with 153 in verbal & 171 in quantitative section respectively. I have done Btech in Electrical Engg. I am looking for masters in Electrical engg.

Which country is better in terms of research aspects? Australia or Canada?

Which Universities should I look to apply at? And is it possible to get an education loan from gov banks for these two countries?
